Embarking on a new mission, we aim to delve into the dynamics of youth employment and entrepreneurship, a crucial area that holds the key to our collective future.
CIDS has been contracted as a trusted partner to support Tanager and its partners in implementing the Carrefour des Opportunités-CarrOpps programme. Our expertise and mission are centred around conducting the baseline study, a crucial step in the program’s success.
Carrefour des Opportunités (CarrOpps) is a five-year investment aimed at facilitating the positive
engagement of young people through their social and economic integration, combining entrepreneurial
approaches with digital job preparation and life skills programs. As such, physical “house hubs” and virtual
“Carrefours des Opportunités” will be piloted as sustainable digital local service centres in 50 communes
across Burkina Faso, in various contexts, to assess which models best create positive
outcomes for young people in different rural settings. These digital centres will offer employment and
entrepreneurship services, as well as health, life and social skills, and promote the creation of safe spaces
within communities for young people to gather and enjoy themselves.

The baseline study is not just a component, but the cornerstone of the CarrOpps program. It is meticulously designed to provide a comprehensive understanding of the youth employment system, economic and non-economic opportunities, and challenges for youth in the target municipalities. This study, conducted through quantitative and qualitative methods, not only guides the design of approaches, interventions, and partnerships but also helps CarrOpps refine its overall Theory of Change and MEL plan. It includes setting baseline values and refining measurements to collect key indicators during the baseline study or as part of the ‘rolling baseline’. The study will map the youth employment system in the targeted municipalities, assess the need, demand, and feasibility of providing additional employment services through youth saving groups, and recommend how to measure key indicators, including job creation and youth employment systems change.
We started the process this morning with the training of enumerators.

L’étude de base n’est pas seulement un volet, mais la pierre angulaire du programme CarrOpps. Il est méticuleusement conçu pour fournir une compréhension complète du système d’emploi des jeunes, des possibilités économiques et non économiques et des défis auxquels sont confrontés les jeunes dans les municipalités ciblées. Cette étude, menée à l’aide de méthodes quantitatives et qualitatives, guide non seulement la conception d’approches, d’interventions et de partenariats, mais aide également CarrOpps à peaufiner sa théorie du changement globale et son plan MEL. Il s’agit notamment de fixer des valeurs de référence et d’affiner les mesures pour collecter des indicateurs clés au cours de l’étude de référence ou dans le cadre de la « base de référence glissante ».
